The biggest change in Legion is the fact that every character in the game has the potential to become a player character if you do what it takes to recruit them, which includes training your hacker skills to learn about their stories, changing their opinion of DedSec, and completing loyalty missions to turn them to your goals. . Every NPC in town is a potential nominee, and they all have random abilities and weaknesses that can make them an asset to your team under the right conditions.
